Iowa Association of Code Enforcement

The Iowa Association of Code Enforcement (IowACE) is a nonprofit association comprised of code enforcement personnel throughout the State of Iowa. Iowa code officers provide essential and beneficial services that ensure quality of life in neighborhood communities from the Mississippi to Missouri River. As population density, economic constraints and technology place ever greater pressures on communities, the need and demand for professional code officers continues to rise. Letter from the IowACE Board President

Happy New Year Fellow Code Enforcers, Rental Inspectors, Building Official, Building Inspectors, Fire Fighters, Fire Inspectors and any other Official I might have not included. We hope you had a good holiday season even though I know it was challenging with all the precautions and restrictions.
I want to give you an update of the current activities and plans for IOWACE. With the current pandemic and social distancing requirements we unfortunately had to cancel the last two conferences. Instead of waiting until the restrictions are lifted, we have decided to bring the conference to you thru webinars using virtual video conferencing technology.
We are updating our website and Facebook platforms along with utilizing constant contact to get information to you the members and future members of IOWACE. We feel the organization is valuable and critical for training Code Officials in Iowa and providing necessary CEUs for maintaining certifications. The networking of cities at our conferences has been highly informative so I hope we can achieve some of that during our webinars.
There is a lot to get in place for our virtual classes, but we are feverishly working on that right now with a short-staffed Executive Board.
Speaking of short staffed, we do have openings on the board currently so if interested please email me or any of the current board members. Nothing can beat our conference experience with all the hospitality, friends, great food, swag giveaways, Ace bucks and of course education from all aspects of the construction and inspection industry.
We hope to get things back to normal sooner than later and have our stellar conferences again but until then we hope the webinars will be a great gap filler and networking tool.

Executive Board

Scott Clyce

PRESIDENT

Scott has been with the City of Grimes a total of 14 years, for the first 10 years initially as a Building Inspector and for the last 4 years has been promoted to the Building Administrator. He previously worked for the City of Des Moines for 10 years from 1990-2000. He was hired as a Fire Fighter and was promoted to Fire Inspector. Military Experience – 16 years with the Army National Guard. Army Veteran – he was called to support Operation Desert Storm in 1990-1991. His last rank was Staff Sergeant (E-6) Platoon Sergeant. He believes in Public Service and have a strong and primary goal of protecting the public and keeping them safe which has been demonstrated thru the careers and training he has achieved. ICC Certifications Achieved: Electrical Inspector, Zoning Inspection, Residential Building Inspector, Fire Code Inspector and Property Maintenance Inspector. He holds a CCEO and ICCSPPI certification as well.


Luke Maloney

1ST VICE-PRESIDENT

As a United States Marine, Luke attended communication and electronics school which eventually led him into the electrical trade. He used this experience to gain positions as an inspector for Johnson County and then, to be closer to home, the City of Hiawatha. After the flood of 2008, Luke left the inspection industry and returned to electrical work to help rebuild his community. While working on a post flood renovation project for Linn County, he was asked if he would be interested in returning to the inspection industry. He ended up accepting the position with Linn County in 2012 and was promoted through the ranks to the role of Building Official in 2018. Luke has many ICC Certifications including the Master Code Professional and Certified Building Official certifications. Luke is dedicated to promoting building safety and minimum standards while focusing on earning and maintaining the public’s trust.


Adam Coyle, CCEO

2ND VICE-PRESIDENT

Adam has been employed by the City of West Des Moines in the Community Compliance department for over 6 years now and specializes in nuisance and zoning violations. He is certified through the International Code Council (ICC) as a Property Maintenance & Housing Inspector, a Zoning Inspector as well as holds the designation of Certified Code Enforcement Officer (CCEO). Adam has previously served on the IowACE board as a 3rd VP and on the American Association of Code Enforcement (AACE) awards committee. Adam grew up in Nebraska, joined the Marines Corps out after high school and then started working in retail management which brought him to Iowa. He also has several years of experience in real estate sales, property management and serving in local government as an elected official. Adam has been married over 23 years and he and his wife have three children and a grandchild.


Dan Grauerholz

3RD VICE-PRESIDENT

Dan has over 15 years of experience in code enforcement, inspections, and the construction fields. His work experience includes being the Public Works Director for the City of Nora Springs  from 2000-2009. He also worked as an IDOT inspector from 2009-2014. Dan started with the City of Des Moines as a Neighborhood Inspector in 2019. He was quickly promoted to head a new department within Neighborhood Services as the Property Improvement Supervisor. 


Bryan L. Davis

TREASURER

Right out of high school, Bryan enlisted in the United States Army in 1982 as a Combat Medical Specialist in an infantry unit at Fort Lewis, Washington. During his time in the military, he earned the Expert Field Medical Badge (EFMB) and trained in mountain climbing and winter survival at Huckleberry Creek Mountain Training Camp. After completing his tour, he went to Morningside College in Sioux City, Iowa and obtained a BA in Accounting and started working for Blue Cross Blue Shield of Iowa as a Medicare Auditor. In 1997, he started with the City of Des Moines and by 1999, Bryan became a Developmental Zoning Inspector. Bryan has certifications in ICC Residential Building Inspector and ICC Zoning Inspector as well as ICC/AACE Property Maintenance & Housing Inspector. He also has a certification through ICC/AACE as a Certified Code Enforcement Officer (CCEO) and working on the Certified Code Enforcement Administrator (CCEA) and the Master Code Enforcement Professional Certification (MCEPC). He is a member of IOWACE and AACE. He joined the US Army Reserves in 1999 as a Veterinary Food Inspector and by 2007 became a Warrant Officer as a Veterinary Food Safety Officer. His current rank is Chief Warrant Officer 4. Bryan has been deployed to the middle east four times including two tours to Afghanistan. Bryan is a Miami Dolphins fan since 1969. He enjoys mountain biking, hiking with his dog Remi and collecting fossils and artifacts. He also enjoys his four grand children. He plans on hiking the entire 2200 miles of the Appalachian Trail upon retirement.


Hollie Burgus

SECRETARY

Hollie obtained her B.S. in Community and Regional Planning from Iowa State University.  She worked as a planner for Maricopa County in the Planning and Development Department.  After deciding to come back home to Iowa, she got a job as a Development Zoning Inspector for the City of Des Moines where she worked for a couple of years and now spearheads the code enforcement division for the City of Winterset as a Code Enforcement Officer.  Hollie is the proud mom of two amazing children who are her world.  


Eric L. Boike

SERGEANT AT ARMS

Eric has been with the City of West Des Moines since 2016 and is responsible for resolving nuisance and zoning issues on public and private property. He is certified by ICC/AACE as a Property Maintenance & Housing Inspector. Prior to working for the City of West Des Moines Iowa. Eric held the position of Code Enforcement Officer for the City of Waterloo, Iowa. He held this position for 2.5 years enforcing the codes and ordinances for the city. Eric also served as an Airborne Infantryman in the US Army and was deployed to Iraq for Desert Storm/Shield. Eric Graduated from Texas A&M University with a Bachelor’s and Master’s degree in Criminal Justice. He has also worked for Kohl’s, H.E.B, Target, and Mills Fleet Farm in Management for Loss Prevention or Assets Protection in both Iowa and Texas over the years. He likes to travel and was able to visit all 50 states plus Canada and Mexico with his son before he graduated high school. His son now attends the University of Iowa. His personal time is spent playing a round of golf here or there and maintaining his properties doing lawn care and tree work.

When Meghann Foster took office as Mayor on January 1, 2022, she became the first female mayor in Coralville's 148 year history. Meghann has been a Coralville resident since 2001. She is the Community Engagement Coordinator for the Domestic Violence Intervention Program (DVIP) and teaches strategic communication and social media marketing at the University of Iowa's School of Journalism and Mass Communication. She holds a Master's in Strategic Communication from Washington State University and a Bachelor's from the University of Iowa. She has been an active parent volunteer at Coralville Central Elementary, Northwest Junior High, and West High School, and is a contributor to the Iowa City Moms Blog. Her family includes her husband and five children. In her free time, she enjoys running on Coralville's trails, watching movies, and spending time with her family.

During his career, John has worked in GA, IN, CA, CO and IA for churches, non-profits organizations, municipalities and the federal government. He holds multiple masters degrees in music and public administration and attend seminary. He is certified grant writer and an expert conflict mediator. In his spare time, John directs music for Union Park Methodist Church and coaches select soccer for Des Moines Soccer Club and Lincoln High School.

He is a social worker and counselor who dispatches with first responders to provide mental health expertise and critical social services to people in crisis. Rich is a retired Air Force Officer and Pilot with a passion for working with Veterans and children. He believes healing and rehabilitation start with self-confidence and a sense of self-worth and teaches classes in woodworking, blacksmithing, and leathercraft to support his assertions. Rich holds master’s degrees in Computer Information Systems, Leadership and Counseling.

Ashley Balius is the Director of Community Outreach & Assistance for Linn County Community Services who believes that access to safe, affordable, and stable housing is a human right. She began her journey in the housing field at the University of Iowa where she obtained a Master’s in Urban and Regional Planning with an emphasis in community development and housing. Ashley is now leading a County-wide effort to address the most pressing housing issues identified by community including housing quality, housing scarcity, homelessness and access to housing, and equity.

Staffing and Growing Code Compliance Departments in a Tight Labor Market

 Charlie Nichols is the Director of Planning and Development for Linn County, one of the most populous and fastest growing areas in Iowa. Before coming to Linn County, he served as a Planner for the City of Cedar Rapids and as Planning Director for the City of Burlington (Iowa). In 2020 he oversaw an overhaul of the county’s zoning code for utility-scale renewable energy projects. In 2021 Linn County approved a 750 acre solar development, and in 2022 the county received an application for an approximately 1,000 acre solar development next to a decommissioned nuclear plant which is currently under review. Outside of work, he enjoys tending to his backyard chickens and working on home renovation projects with his wife and two children. Charlie holds an M.S. in Urban Planning from the University of Iowa

Developing a Nuisance Abatement Plan

Mickey joined the League in 2008 and provides assistance to members by answering inquiries, producing guidance through League publications and developing resource materials. He also helps coordinate various League educational offerings, including the Annual Conference & Exhibit, Municipal Leadership Academy, Budget Workshops, Small City Workshops and Nuisance Abatement Conference. Prior to joining the League, Mickey worked for the cities of Cedar Falls and Coralville. He earned a Bachelor of Arts degree from the University of Northern Iowa and a Master of Public Administration from Drake University.
